On June 17, Pizarro allegedly commandeered a locked N train at the Broadway station in Astoria, driving it to the 36th Avenue stop. Sporting a black hat and black Crocs, she accessed the train through the conductor’s cab before embarking on her unauthorized journey.
A Pattern of Offenses
Police sources believe Pizarro used a key to start the train, a key she admitted to having during a video chat with a friend. She confessed to hijacking the train, revealing that others had stolen the keys for her in the past. NYPD Chief of Detectives Joseph Kenny described Pizarro as a “transit recidivist,” citing her multiple arrests related to burglary, reckless endangerment, train surfing, and larceny from transit property.

Pizarro’s transit-related offenses extend beyond the recent joyride in Queens. In the Bronx, she allegedly stole a conductor’s personal bag from a No. 5 train and pepper-sprayed an MTA worker on an R train in Bay Ridge. Despite prosecutors’ requests for bail in several cases, judges have granted Pizarro supervised release or released her on her own recognizance.
Legal Proceedings
Prosecutors have requested bail amounts ranging from $20,000 to $25,000 for Pizarro, but judges have opted for supervised release or no bail based on state laws. The Brooklyn DA’s Office is working to consolidate multiple cases against Pizarro into one legal proceeding.
Despite her young age, Justine Randall-Pizarro has already established a troubling pattern of behavior on New York City’s transit system. Her repeated offenses highlight the challenges authorities face in dealing with persistent offenders like her.
