Los Angeles County Fire Captain Accused of Faking Workplace Injury for Over $25,000 in Disability Payments
A high-paid Los Angeles County Fire Department captain is facing charges for allegedly faking a workplace injury and forging doctors’ notes to receive more than $25,000 in disability payments, according to prosecutors.
Thomas Merryman, 45, is accused of claiming he was injured on the job when he wasn’t even working, resulting in substantial payouts from Colonial Life & Accident Insurance Company. Prosecutors allege that Merryman forged the names of a fellow fire captain and a doctor on fraudulent paperwork to secure long-term disability benefits.
Despite his alleged scam, public records show that Merryman received a salary and benefits totaling over $291,000 in 2024. This included a $153,714 salary and $112,687 in benefits, along with additional pay for overtime and other expenses.
District Attorney Nathan Hochman condemned the fraudulent behavior, stating that fake disability claims, especially by first responders entrusted with public safety, will not be tolerated. He emphasized the impact of false healthcare claims on insurance premiums and legitimate beneficiaries, warning public servants against abusing the system.
Following an investigation, Merryman was charged with insurance fraud, false personation, and forgery. If convicted, he could face up to five years in prison. His arraignment is scheduled for September 9.

The Los Angeles County Fire Department confirmed Merryman’s retirement on March 1 but noted that the timing of the fraudulent claim submission remains unclear. The department expressed its commitment to upholding the law both on and off-duty and pledged to cooperate with authorities to address any misconduct, including insurance fraud.
As the case unfolds, prosecutors are determined to hold Merryman accountable for his actions and maintain the integrity of the public service sector.
