The State Chooses Adam Berger to Develop Affordable Housing on Cap Hill Parking Lot

The state of Colorado has selected Adam Berger and his development firm to build affordable housing at 799 Logan St. in Denver, opposite the Governor’s Mansion. Berger’s modular building approach involves prefabricated residential units that are assembled on-site, providing a cost-effective solution to housing needs. His recent project in Denver’s Sun Valley neighborhood showcased his ability to deliver quality housing at an affordable price.

Adam Berger expressed his commitment to delivering housing that people can afford, aligning with the state’s goal of addressing the housing crisis. Governor Jared Polis entrusted the Public-Private Partnership Collaboration Unit with identifying a developer for the state-owned parking lot, leading to Berger’s selection.

The P3 office recognized Berger’s track record of delivering projects within budget and his dedication to fulfilling promises made to stakeholders. While the parking lot initially drew modest interest from developers, Berger’s innovative approach and cost-effective strategies set him apart.

Plans for the development include a 6-story apartment complex with approximately 70 units, catering to the growing demand for affordable housing in Denver. The state is currently finalizing details with Berger, including timelines, financing, and building plans, before formalizing a 99-year ground lease.

With a groundbreaking expected next year, Berger intends to secure a mix of private and public financing, with a focus on middle-income housing. By leveraging in-house architecture and construction capabilities, Berger aims to keep costs low and deliver high-quality housing solutions to the community.
