Trump administration says China’s chip policies are unfair but will delay tariffs to 2027
The Trump administration trade officials have taken a firm stance against China’s unfair tactics in dominating the semiconductor industry. According to a recent announcement, the U.S. Trade Representative has concluded that China’s targeting of semiconductors for dominance is unreasonable and poses a burden on U.S. commerce. As a result, tariffs will be imposed on Chinese semiconductor products, although the actual rate will not be announced until 30 days prior to June 23, 2027.
This decision comes after a thorough investigation conducted under Section 301 of the Trade Act of 1974, which allows the U.S. president to impose tariffs on countries engaging in unfair trade practices. The investigation highlighted China’s aggressive and non-market policies aimed at achieving dominance in the semiconductor sector.
In response to the announcement, Beijing has expressed strong opposition, accusing the U.S. of abusing tariffs to suppress Chinese industries. The Chinese foreign ministry spokesman emphasized that such actions disrupt the global supply chain, impede the development of semiconductor industries worldwide, and ultimately harm all parties involved.
The probe into China’s semiconductor policies was initiated in December 2024 during the Biden administration and continued under President Trump’s tenure. Trump, known for his use of tariffs as a policy tool, has targeted various sectors with levies in the past. The USTR’s investigation revealed China’s extensive state support for private actors and exploitative labor practices, leading to the decision to impose tariffs.
Despite the pushback from Beijing, the U.S. remains steadfast in its decision to address China’s unfair trade practices in the semiconductor industry. The 18-month timeframe for the imposition of tariffs indicates a strategic approach to allow for necessary preparations and adjustments within the industry.
