Guaranteed Income Pilot Program Launches in Contra Costa County
A new guaranteed income pilot program is set to launch in Contra Costa County, California, aimed at providing financial assistance to individuals already enrolled in government aid programs to help them cover basic needs.
The program, approved by the Contra Costa County Board of Supervisors, will allocate up to $1,250 per month for 18 months to 178 individuals. Funding for the initiative includes $3.25 million in county funds and an additional $1 million in state funds, with administration handled by the county’s Employment and Human Services Department.
Participants eligible for the program come from four specific populations: youth transitioning out of foster care, families with young children facing financial hardship, low-income seniors, and individuals on probation reintegrating into the community post-incarceration. To qualify, individuals must also be enrolled in county-sponsored programs like CalWORKs, with the first payments scheduled to be distributed on January 15th.
Marla Stuart, director of the Employment and Human Services Department, emphasized the program’s focus on maximizing benefits to recipients by minimizing administrative costs. By streamlining processes and eliminating overhead expenses, more resources can be directed towards those in need.
Board chair Candace Andersen views the pilot program as a potential stepping stone towards a larger-scale initiative, considering the substantial number of individuals in Contra Costa County receiving government assistance. With over 300,000 people relying on aid programs in the county, the success of the pilot could pave the way for an expanded effort to assist even more individuals.
As Andersen highlights, “Most pilots are put in place to say, ‘Hey, does this work? Should we then expand it into a bigger program that might help even more people?’ And that’s what this is.”
