Screaming man who tried to run from federal officers in DC in viral video was previously arrested for child sex crimes and entered US illegally 3 times

Federal law enforcement agents and DC police made a significant arrest on Wednesday when they apprehended an illegal migrant from Mexico, David Perez-Teofani, who was charged with child sex crimes last year. The arrest took place near the National Mall, amidst heightened security measures in the capital following President Trump’s declaration of a crime emergency and deployment of federal officers and National Guard troops.

A video captured by NBC4 reporter Aimee Cho shows the moment when Perez-Teofani exited his blue SUV during a traffic stop. Initially appearing calm, he suddenly attempted to flee but was swiftly tackled to the ground by an officer from Homeland Security Investigations. Despite his protests in Spanish, claiming innocence and a desire to be with his family, Perez-Teofani was taken into custody.

Assistant Secretary Tricia McLaughlin of the Department of Homeland Security revealed that Perez-Teofani had previously been arrested in January 2024 in Fairfax County for aggravated sexual assault of a child under 13. The charges against him were dropped, but it was a concerning revelation considering his history of illegal entry into the US and defiance of removal orders.

Court records from Fairfax County showed that Perez-Teofani had been charged with indecent liberties with a child under 15 and aggravated sexual battery in 2024. The charges were eventually dismissed, raising questions about the handling of the case. The Fairfax County Commonwealth’s Attorney’s Office did not provide immediate comment on the matter.

Criticism has been directed towards Fairfax County Commonwealth Attorney Steven Descano, a Democrat, for his handling of cases involving illegal migrants accused of sex crimes. ICE spokespersons have highlighted the county’s reluctance to prosecute such cases, citing a concerning trend in leniency towards individuals like Perez-Teofani.

The arrest of Perez-Teofani underscores the complexities of dealing with individuals who pose a threat to society, especially when legal proceedings do not result in convictions.
