NYC creep busted 32 times since 1983, including 6 sex crimes

Roman Gonzalez, a 67-year-old man, was recently arrested for the sixth time for public lewdness after pleasuring himself in front of a woman on the train platform at Union Square subway station. This arrest marked his 32nd overall since 1983. Shockingly, despite his long history of arrests, he was released back onto the streets shortly after the incident due to the charges not being bail eligible.

According to police sources, repeat offenders like Gonzalez are major contributors to sex crimes on the city’s public transportation system. In 2025 alone, 213 individuals have been arrested for transit sex crimes, with 52 of them having multiple previous arrests for sex offenses. This pattern of recidivism highlights the need for the criminal justice system to take a stronger stance against these perpetrators.

Gonzalez’s criminal record dates back to 1983 when he was first arrested for weapons possession. Over the years, he has been charged with various offenses including petit larceny, possession of stolen credit cards, grand larceny, and menacing. Despite his multiple arrests, he has never served time in prison in New York. His offenses have ranged from forcible touching to sex abuse and public lewdness, with incidents occurring on subway trains and platforms.

Another repeat offender, Kenneth Tsui, has also been arrested multiple times for sex crimes, including incidents on the subway. Tsui, 27, was recently arrested for sexually abusing a 17-year-old girl at the Puerto Rican Day Parade. The victim reported feeling something poke her buttocks and saw Tsui standing behind her with an exposed erect penis. Despite his prior arrests and charges, Tsui was released after a court appearance and is awaiting sentencing.

Dexter Betancourt, 37, is another accused perpetrator who allegedly attempted to kiss a stranger’s feet after she rejected his advances at a subway station. Betancourt exposed himself and fled on a northbound train, only to be charged with forcible touching and released without bail. He has a history of nearly two dozen prior arrests, with some sealed, including incidents of physical assault against women.

Police sources emphasize the importance of keeping repeat sex offenders behind bars to protect the public. While efforts are being made to increase police presence on trains, the ultimate responsibility lies with the courts to take these cases seriously and impose stricter punishments to prevent recidivism. The need for a more robust approach to dealing with repeat offenders is crucial in ensuring the safety and security of passengers on public transportation systems.
