‘Be the person who helps’

A seasoned NYPD detective with over 25 years of experience was promoted to Detective First Grade on Thursday, marking a significant milestone in his career. Albert Ramos, 58, reflected on a harrowing incident from nearly a decade ago when he and his partner saved the life of a Russian tourist who was stabbed by a madman while they were off-duty in Los Angeles.

Ramos, who joined the NYPD in 1994, emphasized the importance of helping others and being part of the organization. He recounted the moment when he returned home after the incident and his 11-year-old son expressed his pride in his father’s heroic actions.

Accompanied by his wife and college student son, Ramos expressed his gratitude for the promotion and his dedication to serving the city. He shared the heartwarming experience of receiving a handwritten letter from the victim’s daughters, expressing their gratitude for saving their father’s life.

During the incident in Los Angeles, Ramos and his partner, Detective Dan Mulligan, intervened when they heard screams and saw a man attacking the tourist with a knife. Ramos acted swiftly, disarming the attacker and preventing further harm to the victim.

With the help of a local construction worker who provided zip ties, Ramos and Mulligan were able to restrain the suspect until the LAPD arrived. The attacker, identified as Donald Offerman, was arrested and charged with attempted murder.

Ramos, who has served in various precincts and specialized units throughout his career, emphasized the importance of being a compassionate and proactive member of the police force. He currently serves as a detective in the Queens DA Squad and continues to approach his work with dedication and passion.

Commissioner Jessica Tisch commended Ramos and other promoted officers for their exemplary service, highlighting their commitment to upholding the highest standards of the profession and protecting the people of New York City.
