Zohran Mamdani’s Head of NYC Media, Entertainment on Unions, Production

Zohran Mamdani‘s newly appointed commissioner of the New York City Mayor’s Office of Media and Entertainment, Rafael Espinal, is already making waves in his new role. One of his first actions was to schedule a meeting with the leadership of SAG-AFTRA, the actors’ union, to discuss how the department can better support them as they enter contract negotiations with Hollywood studios.

“We are prioritizing the workers who run these productions. We’re going to be focused on finding ways to be supportive, to increase the amount of union jobs across the city,” Espinal stated in an interview with Variety. “I am going to have a conversation with the head of SAG-AFTRA here in New York to understand what role we can play in creating good, paying jobs and opportunities for actors.”

Traditionally, the New York City Mayor’s Office of Media and Entertainment has not focused heavily on workforce development. Under the previous leadership, the office primarily handled location coordination, broadcast networks, and press credentials. However, Espinal is looking to shift the focus towards upscaling the creative workforce in the city and creating opportunities for marginalized communities.

In addition to supporting workers, Espinal also aims to attract more TV and film productions to New York City. He emphasized the city’s reputation as a cultural capital and highlighted the need for efficient production permitting processes to encourage more filming in the city. By working with industry stakeholders, Espinal hopes to bring more jobs and opportunities to New Yorkers and keep New York competitive on a global scale.

Expanding beyond traditional entertainment sectors, the Mayor’s Office of Media and Entertainment is also looking to tap into the growing video game industry. Espinal expressed interest in exploring the potential of the gaming economy in New York and diversifying the creative work available in the city.
