Consumers need protection from AI agents, lawmaker says

As artificial intelligence becomes more prevalent in various sectors of the U.S. economy, Senator Mark Warner is taking steps to regulate AI agents, which are autonomous bots that can perform tasks for consumers, such as making travel arrangements and shopping online.

Senator Warner, a Democrat from Virginia, is backing a groundbreaking draft bill called the Artificial Intelligence Access, Gatekeeper Exchange, and Nondiscriminatory Transfer (AI Agent) Act. This legislation aims to implement privacy and security measures to safeguard consumers and businesses from potential risks associated with the use of AI technology.

In a statement released on Monday, Senator Warner emphasized the importance of giving consumers a choice in the marketplace when it comes to interacting with AI agents. He believes that these AI agents should be accountable to the individuals they serve. The AI Agent Act proposes to establish rights and responsibilities for AI agents accessing large online platforms, ensuring that they prioritize the user’s best interests. Additionally, the bill suggests creating a Federal Trade Commission registry of trusted AI agents to prevent consumers from unwittingly sharing personal information with potentially harmful bots.

According to a draft summary of the proposal, AI agents with access to sensitive data like email, e-commerce accounts, and credit cards must operate in a fiduciary-like manner to protect users. The bill also mandates AI agents to safeguard user privacy, act in the user’s best interest, and prevent businesses from being exploited by unauthorized AI agents.

Senator Warner is seeking feedback from stakeholders and the public before formally introducing the bill. The use of AI-powered shopping assistants is predicted to contribute up to $385 billion to U.S. e-commerce sales by the year 2030, according to projections by Morgan Stanley.

This proactive approach by Senator Warner reflects the growing importance of regulating AI technology to ensure consumer protection and promote innovation in the emerging tech industry.
