Trump administration unveils proposals to cut off transgender care for minors

The U.S. Department of Health and Human Services recently made a series of regulatory moves aimed at effectively banning gender-affirming care for minors, expanding on previous restrictions on transgender Americans put in place by the Trump administration. These new proposals include cutting off federal Medicaid and Medicare funding from hospitals that provide gender-affirming care to children, as well as prohibiting the use of federal Medicaid dollars for such procedures.

Health Secretary Robert F. Kennedy Jr. referred to gender-affirming procedures on children as “malpractice” during a news conference, stating that they “rob children of their futures.” These announcements represent significant efforts by the administration to restrict puberty blockers, hormone therapy, and surgical interventions for transgender children, potentially impacting access to care in nearly two dozen states where such treatments are currently legal and funded by Medicaid.

However, these proposals go against the recommendations of major U.S. medical organizations, with advocates for transgender children strongly opposing the administration’s claims and warning that these actions could put lives at risk. The Trevor Project, a nonprofit organization focused on suicide prevention for LGBTQ+ youth, expressed concern over the government’s interference in healthcare decisions that should be made between a doctor and patient.

While these proposed rules are not final and will undergo a lengthy rulemaking process, including public comment periods and potential legal challenges, they are already having an impact on healthcare providers. Many hospitals have preemptively stopped offering gender-affirming care to children in anticipation of federal action, as losing Medicaid and Medicare funding could jeopardize their operations.

In addition to the funding restrictions, the HHS Office of Civil Rights is considering a rule to exclude gender dysphoria from the definition of a disability. The FDA has also issued warning letters to companies marketing chest-binding vests and other equipment used by individuals with gender dysphoria, stating that these products can only be marketed for FDA-approved medical uses.

The administration’s stance on transgender issues has received mixed reactions, with polling showing that about half of U.S. adults approve of how Trump has handled the issue. Conservative activist Chloe Cole, who has spoken publicly about her gender-transition reversal, expressed gratitude for the new regulations, while medical professionals and LGBTQ+ advocates have criticized the government’s actions as harmful and potentially life-threatening.

Overall, these regulatory actions are part of a broader effort by the Trump administration and Republicans in Congress to target the rights of transgender individuals across the country. Despite opposition from medical organizations and advocacy groups, the government continues to push for restrictions on gender-affirming care for minors, sparking a contentious debate over healthcare access and LGBTQ+ rights.
