Haiti Gang Leader Asks United Nations for Talks as Violence Intensifies

SAN JUAN / PORT-AU-PRINCE | November 2, 2026 — A leader of Haiti’s 400 Mawozo gang says he has asked the United Nations to send representatives for dialogue as fighting intensifies around the capital. Wilson Joseph, known as Lanmò Sanjou, told the Associated Press that he is willing to discuss laying down weapons.

What was sent to the U.N.?

Joseph said his November 1 letter asked U.N. Secretary-General António Guterres for a delegation to mediate talks. U.N. spokesperson Stéphane Dujarric confirmed receipt of a letter bearing Joseph’s signature but emphasized that receiving it does not mean the organization recognizes or endorses its author or his claims.

Conflicting claims about missing personnel

Joseph claimed four Salvadoran aviation technicians kidnapped in October are dead. He offered no supporting evidence. Haitian authorities have described them as abducted, and El Salvador believes they are alive. Their fate therefore remains unresolved in verified reporting.

Why it matters

Haiti’s gang violence has devastated neighborhoods, forced families from homes and put civilians at risk during security operations. The U.N. says more than 5,700 people were killed or injured from January through mid-September. Joseph faces U.S. charges related to hostage-taking and a $1 million reward; accusations are distinct from proven convictions.
